What are the requirements of Luxembourg with respect to the number and the nationality of seafarers?

It is preferable for the master to be a European citizen. However, if this is not possible, EFS can assist in obtaining a waiver. Otherwise, standard manning levels apply due to the nature of the vessel trade and construction. EFS is able to help determine acceptable minimum manning levels.

What are the requirements with respect to Taxes for (I) EU-seafarers and (II) Non-EU-seafarers?

Luxembourg follows the EU conventions with respect to taxation of seafarers. Taxation will be in accordance with the policies of the country of employment, not of the vessel’s flag.

What are the requirements with respect to Social Insurance for (I) EU-seafarers and (II) Non-EU-seafarers?

Luxembourg follows the EU conventions (EU regulation 883/04 and 987/2009) with respect to Social Security of seafarers. German seafarers shall participate in the German social system. Non-European seafarers should have social provisions provided for in their employment contract. European seafarers, other than Germans should follow the relevant conventions determined by their government. Should assistance be necessary in this regard, please contact EFS.

What special qualification certificates (SQs) must the officers and crew on a Luxembourg Flag vessel have in their possession?

Luxembourg does not have any special requirements beyond STCW.

How long are physical examination reports valid?

Where no date of expiry is mentioned the physical examination reports are valid for one year. Where a date of expiry in the range of up to two years is mentioned, this will be accepted as well.
